Why this gets its own list

A European headquarters is not a seal of quality, and it doesn't make a tool better or automatically GDPR-compliant. But if your company works under the GDPR, a European contracting party can simplify a few questions: the vendor is directly subject to the GDPR (or, in Switzerland and the UK, to laws the EU recognizes as adequate), you don't need a separate EU representative, and the question of transfers to third countries comes up less often. It's not a guarantee: a European vendor can still run its AI features on US infrastructure or send your slides to US model providers. Whether the server location and data processing actually fit is shown in each listing's GDPR check, and that only comes from a hands-on review.
